National Industrial Development and Logistics Program (NIDLP)

The National Industrial Development and Logistics Program (NIDLP) is one of the most important and largest programs realizing Saudi Vision 2030, launched on 28 January 2019. It aims to transform the Kingdom into a leading industrial power and a global logistics platform through four main sectors: energy, industry, mining and logistics services.

Overview

The National Industrial Development and Logistics Program (NIDLP) is one of the most important and largest programs realizing Saudi Vision 2030. It was launched by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, the Crown Prince, on 28 January 2019, corresponding to 22 Jumada al-Ula 1440 AH.[1]

The program aims to transform the Kingdom into a leading industrial power and a global logistics platform, through four main sectors: energy, industry, mining and logistics services.[1]

Launch and Organisation

The program's work was launched at the Ritz-Carlton Hotel in Riyadh under the patronage of the Crown Prince, who at the time held the positions of Deputy Prime Minister and Minister of Defence.[1]

In 2025, the program's committee was chaired by His Excellency the Minister of Industry and Mineral Resources, Mr. Bandar bin Ibrahim Al-Khorayef,[3] while Mr. Sulaiman bin Khalid Al-Mazroua served as the program's Chief Executive Officer at its launch.[4]

The program holds an annual ceremony at which its progress and targets are reviewed.[2]

Sectors and Strategic Targets

At its launch, the program was working on more than 300 initiatives, supported by a set of enablers and incentives to attract local and international investments exceeding SAR 1.7 trillion.[1]

The program's targets are distributed across raising the contribution of the four main sectors to gross domestic product to SAR 1.2 trillion, increasing the contribution to local content to more than SAR 700 billion, creating 1.6 million new jobs, and raising the volume of Saudi exports to more than one trillion riyals.[1]

National Industrial Strategy

His Royal Highness the Crown Prince and Prime Minister launched the National Industrial Strategy on 18 October 2022, corresponding to 22 Rabi' al-Awwal 1444 AH, as a pillar within the program's tracks.[5]

The number of industrial establishments rose from 7,206 factories established over 42 years to 10,640 industrial establishments in 2022, a growth exceeding 50%, and the strategy aims to reach about 36,000 factories by 2035.[5]

The National Industrial Strategy integrates with more than 20 national strategies.[6]

Transport and Logistics Services

The National Transport and Logistics Strategy was approved within the program's tracks, and among its most prominent objectives is raising the contribution of the transport and logistics services sector to national gross domestic product to 10%, up from 6%.[7][8]
